Policeman Ticketed for Going Under the Speed Limit

An Arkansas law enforcement officer was fined for blocking a 2-mile stretch of roadway in rural Arkansas for over 6 hours as he tooled along down the middle of the road in an old partially restored early model pickup truck.

A small child who was also in the slow-moving vehicle was removed and turned over to the custody of a woman that sources at the scene identified as her mother, who took the child and sped off down the road in a Cadillac leaving a cloud of dust in her wake. 

When questioned by authorities, the driver of the truck, Roscoe Moses (who as far as we could uncover is not related to the famous Grandma by the same last name), appeared to be suffering from mild dementia-like symptoms, as he swore repeatedly that he had driven at least 10 to 12 miles in the last two hours, rather than the official 1.789 miles that officials determined at the scene. 

Mr. Moses declined offers of medical treatment and refused to undergo a psychiatric evaluation, even though he kept talking about picnics and rainbows and pop in glass bottles and princesses over and over and over again. 

Authorities let the overall-clad man go after determining that he was truly of no danger to the public, other than being a general nuisance.  Officers safety pinned his traffic citation to the back of his bibbed overalls with a note attached to his wife, a woman the suspect named as Wanda Lou.

A police escort ushered Moses and his old black truck back as far as his own street, and watched until he finally pulled into his driveway to make sure no one was hurt.
