Proxy use?

I tried to become a member of another board the other day, and I went back today to see if my membership was accepted, and I got this message when I signed in....

You have been banned for the following reason:
We Do Not allow proxy use here.

Date the ban will be lifted: Never

What does that mean?

Were you at home or work when you tried to sign on?  If you were at home, who is your Internet Service Provider?

I am at home, and I pick up wireless from a neighbor somewhere. That may be the problem.
