What age did you stop letting your child(ren) wear shorts (boys) or shorts/pants(girls)??

Emma is 15 months and we are trying to get her in all skirts/dresses. But I am super picky about the way she is dressed/coordinated/etc..... I dont like alot of summer dresses and I am super picky about her skirt outfits.....anyway....just wondering......
