Psalms 73:10-11



UKJV(i)10 Therefore his people return here: and waters of a full cup are wrung out to them. 11 And they say, How does God know? and is there knowledge in the most High?

My thoughts.

People without the faith are that way because of their doubts toward God. God is all knowing for the unbelieve this means judgement.
